Clicking on it bring up a small windows, to get this, make sure you not have popup blocker etc that will prevent pop windows. And you can choose to contact which bluehost support department, here is the list of all departments:

Through my one and a half month stay at bluehost hosting, I been contacted bluehost support team three times for some technical things. Once was because my website is suddently running slow, and so i start the live chat and contact bluehost support. I was chat with support members named: Stoney, TIM, and also JIM. They are very helpful and get my problem solved on the spot.

did you make sure you renew your hosting account? If hosting account expired, these are what you see. Contact support department to check on it, this can be resolved.
